ATO involves the takeover of an existing legitimate consumer account by a fraudster. In a typical ATO scheme, a fraudster acquires an individual's personal account information (account number, name, date of birth and/or Social Security number), and then takes control of the account by changing the official mailing address or phone number for the account. Generally, the fraudster follows up the bank account change with a request for a new bankcard, a new PIN, or an order for new checks. In wireless, the fraudster typically orders a new device.
